Keep oversight into the progress of 3rd parties’ tie-ins and inform on any misalignment with Absheron Project goals, specifications. Capture lessons learned and share feedback to improve future projects. Dimension fonctionnelle:
The Job holder is responsible for management and execution of onshore pipelines and Beach Valve Station throughout the EPSCC till start-up. Ensure the execution is aligned with project goals and objectives.

Activities

• Coordinate and manage all activities to deliver onshore pipelines and Beach valve station ready for operations, meeting quality, safety, and fitness-for-purpose standards in compliance with approved budget and schedule.
• Plan and identify upcoming tasks and potential problem areas, implementing solutions as appropriate and in full coordination with other project activities (offshore, CPF etc).
• Drive decision-making and alignment among internal and external stakeholders to ensure successful delivery and handover to operations of the designated Area.
• Manage resolution of technical issues in coordination with technical specialists in charge when/if relevant and/or associated to interfaces.
• Monitor and control Contractor performance (EPSCC) to ensure compliance with contractual obligations, including HSE, QA/QC, technical requirements, cost, and schedule.
• Establish and maintain strong relationships with contractors and 3rd parties. Particular attention to be given to numerous stakeholders involved in onshore pipelines crossings (over 200 crossings with 20 different stakeholders).
• With support of EPSCC contractor ensure timely preparation and submission of technical dossier followed by reception necessary permits from 3rd Parties (crossings) and governmental authorities.
• Identify opportunities for continuous improvement, implementing best practices to enhance project efficiency and effectiveness.
• Ensure effective interface management in coordination with Interface Manager and Interface Engineers support. Particular attention to be given to interface with offshore package and 3rd parties tie-ins (export gas tie-ins and condensate tie-in).

Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.

Context and environment

The Absheron field is located offshore in Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 140km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities.
The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

Accountabilities

Onshore Pipelines and Beach valve station are part of the main EPSCC contract (along with main gas plat CPF). The final facilities will be located in Azerbaijan, 70 km from Baku. EPSCC contractor will be located during Detailed Engineering and Procurement phase in Asia (China or Korea).

Onshore pipelines and BVS area consist of:

- Onshore section of import from field pipeline 18 inches (from landfall interface with offshore package to CPF), including Beach Valve Station.
- 6-inch MEG pipeline (along the main 18-inch pipeline)
- 2 gas export pipelines 24 inches (one to internation SCP pipeline tie-in and one to domestic gas sales DGN)
- 1 condensate export pipeline 12 inches from CPF to Sangachal terminal
- Tie-ins to 3rd party facilities (water station and pipeline; electrical substation)

Accumulated length of pipelines approx.30 km
Major project for Azerbaijan with significant complexity of 3rd parties’ management (crossings, tie-ins, social aspect)

Qualifications/Experience required

• Professional Experience (years): 10+ in oil and gas projects
• Demonstrated experience in coordination of multidisciplinary teams with strong competencies in managing technical issues.
• Technical background. Understanding of gas process, main equipment, construction and commissioning specificities.
• Excellent knowledge in project planning, scheduling, cost control, and Change Management, understanding of impacts of decision/no-decision.
• Open-minded, resolution oriented, self-driven and curious.
• Level / Diploma: Engineer, or equivalent
• Languages: Fluent English mandatory
