Air Cargo Project Manager & Commercial Support 📍 Philadelphia International Airport (PHL) – Philadelphia, PA
Orion Partner Plus, the retained executive search division of Orion Group, has been engaged by a leading airport infrastructure, engineering, and construction management organization supporting one of the busiest international airports in the United States to identify an Air Cargo Project Manager & Commercial Support professional.
This role sits on-site at Philadelphia International Airport and supports the continued expansion of commercial and air cargo operations through close coordination with airport leadership, capital development teams, and commercial stakeholders.
Role Overview
The Air Cargo Project Manager & Commercial Support will serve as a technical and project coordination resource for the airport’s Commercial group, acting as a critical bridge between business objectives and complex infrastructure development. This individual will coordinate multiple concurrent commercial development initiatives, support tenant and capital projects, and ensure alignment across engineering, environmental, financial, and schedule considerations. This is an owner’s-representative style role, ideal for a senior engineer or project manager with experience in aviation, large facilities, or institutional environments.

Key Responsibilities
- Coordinate the development of multiple commercial and air cargo infrastructure projects, providing regular updates on schedule, cost, scope, and technical or environmental issues
- Serve as a liaison between the Commercial and Capital Development groups, translating between business needs and technical requirements
- Support tenant and capital project design reviews by helping implement and manage a document and design review platform
- Provide technical consulting and guidance to the Commercial department across a range of initiatives
- Assist airport leadership with project administration and client/tenant relationship management
- Prepare and contribute to presentations, reports, and communications for internal leadership and external stakeholders
- Participate in meetings with consultants, contractors, tenants, and joint venture partners
- Complete special projects and assignments as needed
- Bachelor’s degree in Engineering (Civil or Mechanical preferred)
- 10–15 years of experience in aviation, commercial development, facilities, or large institutional infrastructure
- Prior experience working in a staff augmentation or embedded role within an institutional client environment (airport, university, hospital, or multi-site organization)
- Experience coordinating multi-disciplinary teams, consultants, and stakeholders
- Professional Engineer (PE) preferred
- Strong understanding of program implementation and site development
- Ability to operate comfortably across both technical and commercial discussions
- High emotional intelligence and professional judgment — able to sense when engagement, clarification, or guidance is needed without being prompted
- Excellent written and verbal communication skills
- Experience with project controls, scheduling, and document management systems (eBuilder preferred)
- Proficiency with standard business and project management software
- Collaborative, adaptable, and effective working across organizational levels
