The Advisor SCM Regional Sourcing provides supply chain expertise to support the sourcing and procurement for materials and / or services for Operations / Engineering which includes, but is not limited to: providing financial analysis that may impact our internal business partner's budgetary decision, improving and/or maintaining business unit relations, supplier sourcing alternatives, strategic negotiations, spend analysis and supplier management.

Specific Accountabilities

  • Define, negotiate and manage the required contracts to support the operations organization.
  • Gather enterprise/regional data, evaluate supplier commitments, analyze future state opportunities and provide business case recommendations to leadership that may demonstrate improvements or impact internal business partner budgets.
  • Assess current/future business sourcing requirements with the business and utilize this information for planning and approval purposes.
  • Lead the sourcing development and evaluation process including bid or proposal solicitation (RFI, RFQ, RFP) and development.
  • Perform QA review of contracts for negotiated, terms and conditions, risk mitigation plan and appropriate pricing mechanisms.
  • Conduct in depth risk mitigation analysis and counsel stakeholders about supplier financial viability.
  • Identify efficiencies and cost reduction / continuous improvement opportunities within the sourcing process
  • Review billings and work with project managers to identify non-compliance to contracts, investigate the root cause, and resolve issues where possible.
  • Enable Supply Chain strategic objectives by periodically reviewing and recommending adjustments to processes, systems, and tools.
  • Initiate supplier assessment and develop continuous improvement plans stakeholders and suppliers.
  • Provide direction for routine activities to others on staff.
  • Support development and review of custom/complex contracts, identify costs associated with risks and develop mitigation plans, and manage sourcing projects with small to medium spend.
  • Demonstrate a leadership role in supplier solicitation, qualification, strategy development, planning, implementation, evaluation and negotiation, performance management and leads cross functional teams.
  • Act as liaison between internal Supply Chain functional support groups and the business for sourcing activities.
  • Educate the business on effective use and benefits of Supply Chain systems and tools.
  • Effectively prioritizes work assignment while meeting stakeholder expectations, establishing and adjusting



  • This position independently creates and oversees lifecycle of a Master Service Agreement (Regional / Enterprise) related to business partner requirements for materials and services.
  • Provide guidance and user support within SCM, specific to the details of an MSA or a strategic supplier relationship.
  • Communication may be written or verbal and typically consists of the collection and relay of standard facts and analysis of business implications. May be required to communicate technical or commercial topics to a non-technical/commercial audience.
  • SAP/Oracle is utilized extensively to support these duties.

Knowledge, Skills & Abilities


  • University Degree in Business or Engineering with 7-10 years of directly related Supply Chain experience
  • Equivalent combinations of education and experience maybe considered
  • Ability to effectively communicate within a team environment.
  • Skill in establishing and maintaining effective working relationships.
  • Fundamental acumen in basic procurement activities, knowledge and skills to make effective business
  • decisions
  • 4 - 6 Years of ERP (SAP/Oracle).
  • 4 - 6 Years of Excel experience
  • Knowledge of MS Office, MS Power Point and SharePoint.


  • Supply Chain Management Professional (SCMP)/ Certified Professional in Supply Management (CPSM) Institute for Supply Management (ISM) program enrollment beneficial.
  • Ability to influence stakeholders/customers without authority. Solid understanding of leading supply chain techniques (including but not limited to total cost ownership principles, category management and strategic sourcing models, supplier qualification methodology)
  • Strong negotiation skills
  • Strong written and verbal communication skills
  • Strong analytical skill and cost modelling experience
  • Excellent facilitation and project management skills
  • Proficient software and computer skills, Ariba or equivalent experience an asset, SharePoint experience
