Fabrication QHSE Advisor

Job Details

The Fabrication QHSE Advisor role to collaborate and support the Package Management and the Fabrication Team on site in transferring and implementing the outlined QHSE Strategy and objectives on supplier's site. He/She will implement the structure around planned QHSE activities within the project including management of these.
Success criteria:
  • TRIR, NCR and Carbon footprint reductions amongst Fabrication suppliers
  • Ensure implementation and follow-up on Project Baseline Agreement (PBA) incl. Supplier Assurance / Activity Plan
  • Delivering milestones on time
  • Supplier performance according to objectives

Key responsibilities / Tasks / Deliverables

Responsibilities
In corporation with Package Manager, Fabrication Team and QHSE Strategic and Supplier Qualification - and in accordance with the process "Execute Assurance Plan - Fabrication" - contribute to:
  • Fabrication Supplier's compliance with Employer's QHSE Requirements according to contract
  • Based on risk approach, plan and conduct supplier and process assessments according to relevant activity program
  • QHSE support to Package and Fabrication Team
  • Implement and/or follow up on Supplier QHSE Improvement (where handed over) and Assurance / Activity Plan according to Project Baseline Agreeement
  • Support the Asset Project (AP) Lead Quality Manager (LQM) by securing conformance of suppliers with applicable Employers Quality Management Requirements
  • Advise and support the Fabrication supplier and sub-suppliers in relation to QHSE Management matters and implementation of a Quality System according to requirements.
  • Contribute to QHSE supplier performance reporting
  • Communicate and coordinate operational QHSE initiatives and interfaces across the organization
  • Process and follow up on supplier NCR's (OSS scope)
  • Role model a safety culture that promotes continuous improvements

    Key Tasks:

  • Review Supplier QHSE documentation prior to start of work and during execution including
    • QHSE management system, procedures and QHSE Plan
    • pre-construction documents, Q plans, Inspection & Test Plans (ITP)
    • method statements, risk assessments
  • Guide and support on QHSE strategy, priorities, QHSE Improvement Plan and other HSE related matters to the Package and Fabrication Team
  • In AP, based on the PBA, execute and follow up on the Supplier Quality Improvement Plan (done by the PL SQM for portfolio suppliers) and the Supplier QHSE Activity Plan
  • Execute supplier assessments according to the relevant activity programme and ad-hoc needs from Packages
  • HSE inspections of supplier fabrication sites to evaluate supplier's compliance with Employer's HSE Requirements in contract and supplier work procedures
  • Maintain Synergi-structure to hold all relevant QHSE data
  • Assist Fabrication Management with Synergi HSE reporting according to reporting guidelines and related follow-up (root causes, actions)
  • Support with QA of Contractors Document List/ Master Document Register (CDL/MDR)
  • Take part in the Suppliers audits and other relevant activities such as but not limited to inspections, readiness checks, FAI, SAT/ Test activities
  • Coordinating and processing Non-conformities as well a tracking status of these (OSS scope)
  • Initiate Communication Notes in case of breach of contract / regulations
  • Participate in and follow up on incident investigations
  • Participate in Supplier meetings (regular QHSE meetings, HIRA, FAI, TOC, ROC drills etc.) where relevant
  • Support Supplier QHSE initiatives and campaigns
  • Produce internal yard-specific HSE guidelines and safety induction
  • Verify Supplier Monthly reporting and follow-up on any concerns
  • Produce bi-weekly QHSE update and distribute to project stakeholders

Qualification / Requirements

  • Mandatory Lead Auditor certificate (IRCA or similar) ISO 9001 and 45001
  • Completed IOSH course or NEBOSH General or NEBOSH Construction to certificate level or similar.
  • Preferable completed NEBOSH General or NEBOSH Construction to Diploma Level or similar.
  • Recommended five years of relevant experience within mature industrial manufacturing, ideally within fabrication
  • Recommended ten years of experience within QHSE Management
  • Experience within Incident investigations and Root Cause Identification
  • Knowledge of local Health and Safety Regulations required
  • Valid training required in: Work at Height (e.g. GWO) and First Aid
  • Valid medical certificate (to fulfil Fabrication Supplier requirements)
  • Ability to write and speak English fluently is a must in addition to the local language (if not in the UK)
  • Personal skills: Good communicator, motivator with a human touch
  • Good interpersonal skills.
