  • QA/QC Manager shall be fully responsible for managing Quality Assurance and Quality Control for Engineering, Procurement, Construction, Installation, Hook-up and Commissioning; ensure all provided materials, equipment and construction for Company's facilities meet all requirements of project technical specifications and international codes & standards.
  • Develop and/or update Company's Technical Specifications.
  • Carry out appraisal of contractor quality systems.
  • Prepare quality requirements for the Contracts - Invitation to Bidders (ITB) and bids QA/QC evaluation
  • Oversee QA/QC activities of Contractor, Sub-contractor, Manufacturers, Suppliers and Vendors to ensure delivery meets quality requirements.


  • Develop specific goals and prioritize, organize and accomplish QA/QC activities.
  • Determine and establish the quality policy and objectives, preparing and implementing the quality plan, the QA/QC audit plan and QA/QC procedures.
  • Provide Project specifications and technical guidance to Contractors/ Sub-contractor/ Vendors/ Manufacturers/ Suppliers for preparation of QA/QC procedures.
  • Review and approve all QA/QC procedures from Contractors/ Sub-contractor/ Vendors/ Manufacturers/ Suppliers.
  • Organize, manage and coordinate QA/QC activities with Contractors/ Sub-contractor/ Vendors/ Manufacturers/ Suppliers.
  • Coordinate QA/QC activities with Certifying Authorities and Vietnam Register towards final certificates required for start-up.
  • Create, execute and lead quality and technical audits for the design, procurement, construction and commissioning processes, raising where necessary appropriate corrective action requests and follow up with effective re-audit and close out.
  • Develop, establish and maintain the Project Quality Management System (QMS) including Quality Plan, Surveillance Plan and procedures to ensure that the project focuses on planning, control and improvement of activities.
  • Stimulate quality awareness and implications with all project employees and striving for continual improvement of the implemented QMS.
  • Define required QA/QC resources needed during various phases of project progress and manage QA/QC services contracts.
  • Report to Project Management on any issue they may face or observe and propose way of improvement and intended resolutions that is identified and need to be resolved, including suggestions for resolution.
  • Prepare quality requirements for contracts and bids QA/QC evaluation.
  • Convene QA & QC meetings with Contractor(s) on a regular basis to discuss quality matters as necessary.
  • Assist in the review of critical Contractor enquiry and purchase requisitions and ensure COMPANY contractual quality related requirements have been adequately specified.
  • Review key Contractors, Sub-Contractor, Vendor and Supplier Inspection & Test Plans to include COMPANY surveillance (hold, witness & review) of key activities including inspection and testing to verify compliance to the requirements independently.
  • Ensure appropriate quality control procedures are in place for final documentation and as-built drawings.
  • Handover all Project final documentations to Operation Team for start-up operation



  • A degree in an engineering discipline or equivalent complemented with training in the domain of ISO 9001 / Internal Auditing.
  • Hold certificate(s) of CSWIP, AWS, ASTM, API, PCN, or NACE, etc.
  • Conversant with welding standards AWS, ASME, BS EN, API, ASTM, DNV, NACE, etc.
  • Conversant with ISO 9001, ISO 9000, ISO 9004, ISO 10005 system.
  • Good computer skills (Word, Excel, Power Point).
  • Good command in English (writing, listening and speaking).


  • Minimum 18 years of experience in oil & gas industry with a minimum 10 years in QA/QC Lead for offshore oil and gas projects.
  • Theoretical and practical experience with development and implementation of Quality Plans, ITPs, CARs (Corrective Action reports) & NCRs (Non-conformance reports), document control and a process approach to Quality Management.
  • Effective team work.

Specific knowledge:

  • Good knowledge of Engineering, Procurement, Construction, Installation, Hook-up and Commissioning for offshore oil and gas facilities.
  • Knowledge of QA/QC system of Oil & Gas Projects.
  • A deep understanding of QA/QC related regulations, Project Technical Specifications, data sheet, codes and standards.
  • A sound working knowledge of welding and NDT and ability to lead quality audits and reviews.

Business understanding:

  • Good understanding of the economics of the gas value chain. Ability to understand and to provide input to lifecycle cost analysis.
  • Good knowledge and understanding of other groups' activities within company.
  • Understanding of contractor, supplier's functions and their capacity to supply.
