JOB TITLE: Project Manager - Mechanical & Electrical
REPORTS TO: Development Manager
LOCATION: Inverness Head Office

JOB PURPOSE
The general purpose of the Project Manager - Mechanical & Electrical is to manage the company's Capital and Revenue projects, ensuring all work packages are delivered using a 'best practice' project delivery approach, within agreed scope, on time and within budget. The role is to act as the Client technical lead and provide advice and guidance throughout the whole of the project lifecycle.
The Project Manager - Mechanical & Electrical is to manage and advise on small and large multi-discipline projects involving design and delivery of engineering projects including navigational aids, HVAC, ground lighting systems, LV/HV systems, etc

DIMENSIONS
In this role you will help delivery both capital and revenue projects that are identified through the company strategy and annual capital plan, with a particular focus on those associated with M&E. You will work closely with the Development Manager, as well as Managers, Functional Leads and external Project Management Consultants.

MAIN ACCOUNTABILITIES
The responsibilities for the Project Manager - M&E is expedite the project according Project Management Manual
For the high value, high complexity projects managed by external Consultants:
* Aid and support the Development Manager
* Assist the project sponsor to develop the business case and submit for approval
* Identify project stakeholders
* Produce the project mandate and project brief
* Produce the project PID, the project strategy and plan and start the project registers (issues, risks, opportunities)
* Draft contracts for professional services for optioneering
* Support in taking the project into the High Level Options stage
* Handover to the Project Delivery Team following the optioneering workshop
Provide effective leadership and direction to the delivery team summarised as follows:
* Provide client leadership and direction to and accept the outputs of the delivery team;
* Setup the project delivery team for successful delivery and remove obstacles or blockages to progress;
* Liaison with other members of the infrastructure team to ensure that adequate maintenance regimes and protocols are put in place to ensure long term sustainability of the infrastructure;
* Oversee the management of scope, budgets/forecasts, resources, payment of contracted persons, accounting for expenditure;
* Identify internal and external stakeholders;
* Manage relationships and act as arbiter when required;
* Create and communicate a clear vision for the project, which may unfold over time, that enables all participants to understand its purpose;
* Proactively manage risks and changes to what was planned;
* Monitor projects against time, budget and quality standards;
* Assist/peer review project documentation including project briefs, board paper and business cases;
* Assist the Development Manager to prepare NEC consultancy contracts for professional services.
* Administer NEC Consultancy Contracts utilising contract management software (currently CCM);
* Contribute to post implementation reviews and identifying any lessons learned;
* Effectively capture health, safety and environment issues for each project and document the risks identified;
* Health and safety; enable project set up so that projects are carried out from start to finish in a way that adequately controls the risks to the health and safety of those who may be affected meeting the requirements of CDM Regulations;
Technical Aspects:
* Provide technical support throughout all the project lifecycles;
* Guide project teams on complex technical issues;
* Peer reviewing technical documents, scrutinising drawings and providing general technical guidance and advise.
* Peer review and contribution to engineering design reports, project definition documents, construction plans, and contract documents / technical specifications
* On occasion may be required to fulfil Supervision duties as described by NEC Engineering and Construction Contract
For the lower value, lower complexity projects:
* Accountable and responsible as Project Manager throughout all phases of the project lifecycle
* Assist the project sponsor to develop the business case and submit for approval
* Identify project stakeholders
* Produce the project mandate and project brief
* Produce the project PID, the project strategy and plan and start the project registers (issues, risks, opportunities)
* Provide and present all necessary documentation at each governance gateway
* Provide effective resource management to deliver the projects, including the identification and procurement of appropriate contractors
* Provide and maintain project RAID logs, programmes, costs, forecasts and reporting, in line with PMO requirements
* Organise and chair regular project meetings, ensuring actions are recorded and distributed
* Attend regular project board meetings, providing updates on project health, and identifying any items for escalation
* Present at project board each time a project is to progress through a governance gateway
* Provide full Technical Client Lead responsibilities
* Ensure all CDM requirements are fulfilled

JOB KNOWLEDGE
ESSENTIAL
* Degree or other equivalent professional qualifications with experience in relevant subject e.g. Mechanical and/or Electrical Engineering
* Recognised formal project management qualification e.g Prince2, APM (training can be provided)
* Knowledge of project management tools and techniques
* Experience of managing large projects, end to end project lifecycle.
* Knowledge and experience of (ideally airfield) pavement design, materials specification and maintenance.
* Knowledge and experience of EASA standards and/or Manual of Contract Documents for Highway Works.
* Experience of working within a structured project management framework.
* Knowledge of working within heavily regulated Safety Management Systems.
* Experience of managing infrastructure projects (value £6 million and less).
* Knowledge and experience of Microsoft packages, including Project, PowerPoint, Word and Excel.
* Understanding of the importance for detail and organisation.
* Ability to remain positive, goal focussed and consistent - even under pressure.
* Possesses an overall understanding of legislation, policy and procedure relevant to their role and audits compliance in areas of responsibility.
* Adopts a Company-wide perspective to ensure alignment of procedures and practice
* Supports teams to succeed, devoting dedicated time to empowering people through coaching and mentoring and sharing knowledge and expertise.
* Flexible approach to work requirements and working hours including the willingness to travel.
* Extensive knowledge of construction.
* Aviation related experience or knowledge
* Experience in working with or as a Contractor and/or Consultant


DESIRABLE
* Membership of an appropriate professional body e.g. Institute of Engineering Technology
* NEC3/4 contract experience (training can be provided)
* CDM 2015 experience as a Client (training can be provided)
* Experience working as the Client.
