Principal Duties and responsibilities
Project Team (PT) expert on cost and schedule matters
Participates early during the project activities related to reviewing/upgrading Contractor's cost and schedule control organization and procedures during FEED and EPC.
Interfaces with the Contractor's control, estimating and scheduling groups.
Coordinates the flow of information (PT to home office) related to Contractor input (if any) into the Gate 3 Estimate and to the recasting effort of the Control Estimate. Ensures that the Gate 3 Estimate details are tabulated for effective use as a cost control reference budget.
Appraises performance of Contractor's cost and/or schedule control engineer and other estimating, cost, and schedule personnel.
Ensures cost and schedule information, including analysis of deviations from budget, is communicated to PT members in a timely fashion.
Works with other PT members to develop corrective actions and ensures follow-up of corrective actions is communicated to appropriate PT members.
Complements efforts of other PT members in their detailed appraisal of Contractor's cost and schedule performance in their respective areas and in developing corrective actions.
Receives day-to-day work direction from Project Manager-Execution (PM-E) and Project Controls Manager
Assists PT in schedule implementation and control.

General roles and responsibilities of the PCE are:

Ensures adequacy of Contractor's estimating and cost/schedule control systems and procedures through review and/or enhancement of:
Estimating and cost control organization and personnel.
Degree of detail to be included in the cost estimates prepared by the contractor and/or the level of recasting of the ExxonMobil-prepared estimate.
Input sources, timing, and lines of communication.
Documents issued, timing, and utilization.
Procedures for updating the Control Estimate.
Cost control procedures.
Schedule control procedures.
Progress calculation and reporting procedures.
Use of Control Estimate data for bid tabulations.
Interpretation of Gate 3 Estimate for Contractor's control personnel.
Progress measurement and workhour data collection procedures (alone or in conjunction with the other PT members.)
Approach to and procedures for forecasting.

Review the Contractor's planning and scheduling systems and procedures to verify their adequacy. This includes:
Planning and scheduling organization and personnel.
Types of schedules to be used. Degree of detail to be included in various types of schedules.
Input sources, timing, and lines of communication.
Documents issued, timing, and how utilized.
Schedule updating procedures.
Schedule control procedures.
Progress measurement and workhour data collection procedures.

Review the actual detailed project plan and schedule to make sure that:
The logic is correct and activity durations are reasonable.
The work plans are sufficiently detailed to clearly indicate what work should be going on at any time.
PT members input/review on areas that they are stewarding (e.g., Engineering, Procurement, Construction).
The associated "look-ahead" reports and user-oriented schedules are easily readable by the various people and groups who will be using them.
The plan is up-to-date with regard to such things as:
+ Changes in the work,
+ Latest information on material deliveries and previously agreed corrective actions.
Assists the PT in the overall appraisal of the progress of the work relative to the schedule.
Ensures adequacy and timeliness of the data collection for progress measurement.
Monitors the Contractor's actual work force versus that forecasted.
Prepares overall progress analyses for the PM's-E monthly progress report.
Develops independent analyses and forecasts for review by the PM-E where PCE feels the Contractor's forecasts are incomplete, in error, or misleading.
Reviews the Contractor's proposals for changes in plan, corrective action, etc., and advises the PM-E as to their acceptability.
Assists the PM-E in answering schedule-related questions from the Owner.
Assists the PM-E in handling of changes.
Advises the PM-E on the schedule impact of potential changes.
Reviews the Contractor's change proposals where schedule impact is anticipated.
