We currently have an exciting opportunity for an experienced Programme Manager to lead the Programme Management office ensuring all projects (capital and revenue) are delivered using a 'best practice' project delivery approach within agreed scope, on time and within budget. The successful candidate will also provide corporate oversight to the management of projects through a life cycle involving tracking and reporting overall progress, providing assurance/quality control, ensuring budget compliance through financial tracking, managing risk, documenting change, supporting individual project managers and project review and closure reports.

Reporting to the Head of Infrastructure Services, in this role you will deliver a programme of projects that are identified through the company strategy and annual capital plan.

You will work closely with individual Project Managers identified from within the business to manage specific projects, providing a structured approach and project methodology as well as guidance and support. You will also work closely with and manage external project Management consultants appointed by the company to support large capital projects.

You will act as a link to Finance (spend to date, spend forecast, performance against budget, risk). This would be both on an annual budget basis and overall programme basis.

The successful candidate will manage and deploy appropriate resources to lead, support and deliver projects on programme, to budget and in accordance with the project delivery processes. You will be responsible for line management of project delivery team. The PMO is a developing function and needs to develop and change to meet the needs of the business.

The Programme Manager must possess a flexible approach to working and be willing to do whatever is necessary to accomplish the task.

Main Responsibilities:

Governance and Control

  • Maintain and improve governance standards across the project portfolio, including tracking, monitoring and updating the status of programme deliverables
  • Provide guidance and support to individual project managers
  • Manage the corporate project risks and issues register
  • Carry out assurance review processes
  • Administer NEC Professional Services Contracts
  • Identify and implement processes and activities to ensure continuous improvement of the process and documentation
  • Manage the project life cycle, ensuring project closure reports are completed and create a Lessons Learned repository; attend Post Project Review meetings to identify key areas of improvement
  • Editor of the PMO manual and responsible of ensuring all the PMO documentation meets the needs of the business

Planning, Reporting & Control

  • Develop the Company approach to project management, seeking contributions from internal and external Project Managers, Procurement Manager, Infrastructure Services Department and Senior Management team to ensure that the Standards developed meet best practice
  • Organise workshops to identify areas of improvement for projects, documenting recommendations and presenting them to the Senior Management team (SMT), Head of Infrastructure Services, Procurement Manager
  • Update and administer the Company programme plan as required using reports from Project Managers and the outcomes of project team and project board meetings and workshops
  • Prepare consolidated material from project reports for regular review meetings
  • Support individual project managers to complete project documentation and ensure timely submission of project milestone reports and submit regular updates to the SMT
  • Continue to evolve the processes and templates throughout the project lifecycle
  • Implement project standards across all projects in the portfolio
  • Develop and deliver high quality, accurate and timely portfolio reports, including the design and development of a Portfolio dashboard.
  • Co-ordinate reporting from projects and programmes across the Portfolio and providing analysis of performance at portfolio level for review by appropriate governing boards.

Project Management

  • Ensure the change management process is implemented and actioned across all projects and portfolios.
  • Provide effective management support to project teams
  • Co-ordinate the review and sign-off of major Project Management deliverables
  • Ensure project plans are created and maintained, deliverables tracked against time and cost, and resource utilisation is monitored
  • Monitor and report on progress of the project to the Project Board and all stakeholders
  • Co-ordinate quality activities to meet quality objectives. Managing project risks, issues and change control, communicating the impact to the project
  • Monitor projects against time, budget and quality standards.
  • Assist/peer review project briefs, business cases, NEC consultancy contracts for professional services, scope of services.
  • Manage consultancy framework and monitor KPIs.
  • Manage resources required for the successful delivery of the programme of works.

Qualifications:

  • Suitable qualifications Degree and membership of professional bodies such as The Association for Project Management.
  • Suitable project management certification such as PRINCE2, Managing Successful Programmes (MSP), Agile, etc.

Skills / Experience:

  • Suitable experience managing Programme Management Offices (PMO's) and their services, (e.g. risk management, planning, reporting and change control)
  • The post requires an experienced and trained professional Project Manager with a track record of managing major public sector or private works.
  • Possesses an overall understanding of legislation, policy and procedure relevant to their role and audits compliance in areas of responsibility.
  • Uses their expertise to contribute to the development of corporate strategy and policy, contributing effectively to corporate decision making.
  • Contributes effectively to resource planning identifying skills needs and shortages in area of expertise
  • Adopts a Company-wide perspective to ensure alignment of procedures and practice
  • Supports teams to succeed, devoting dedicated time to empowering people through coaching and mentoring and sharing knowledge and expertise.
  • Knowledge of project management tools and techniques.
  • Experience of working within a structured project management framework
  • Ability to manage a range of projects
  • Knowledge and experience of Microsoft packages, including Project, PowerPoint, Word, Excel and Power BI
  • Understanding of the importance for detail and organisation
  • Managing stakeholder groups and balancing diplomacy and tact with assertiveness
  • Ability to remain positive, goal focussed and consistent - even under pressure
  • Strong analytic skills which allow you to synthesise numerous data sources into a coherent narrative for senior leaders and stakeholders.
  • An innovator who develops novel solutions to improve ways of working

Working Pattern:

Monday to Friday during standard office hours , 40 hours per week.

The role is based within Inverness Head Office but is required to travel both within and out with the company. The post has a broad remit and associated high workload. As well as managing and co-ordinating a portfolio of projects across the company the post holder will directly manage projects allocated to them.
