Procurement Manager (Decommissioning Project)


Our client is a global energy and chemicals company with a significant E&P footprint and is looking for an experienced Procurement Manager to be based in London on a short-term contract assignment (4-6 months) to lead and manage a competitive tendering process for the remaining Decommissioning works on 2 UK SNS Platforms and associated infrastructure.


Responsibilities include:
* Develop a Decommissioning contracting strategy
* Agree on a suitable Bidder /Tender List
* Developing and issuing formal ITTs to tenderers including a proforma contract
* Agree on a Tender evaluation plan including evaluation criteria and scoring rationale
* Dealing with pre and post-tender clarifications including meetings with Bidders
* Technical and Commercial evaluation of bids
* Assessment of exceptions and deviations to technical and commercial tenders
* Tender Normalisation and Conditioning
* Develop a 'Recommendation to award' and issue the contract to the preferred bidder
* Develop other Project documentation/reports including cost breakdowns and project plans as required by the client and its Partners
* Update internal Stakeholders and external JV Partners on a regular basis
