Function description

  • The Turnaround Instrumentation/Electrical Planner performs a key role in development of the detailed Instrumentation/Electrical plans required to support the safe and efficient execution of the turnaround.

Detailed expectations


  • Ensure all FEP SHE procedures are incorporated in the job pack's
  • Interface with base plant instrumentation/electrical engineering, maintenance, operations, technical, environmental, IH, and safety resources to identify and resolve work item issues, and ensure they are appropriately addressed in the work packages
  • Identification if TRA's are required and ensure the outcomes are captured in the job pack
  • Preparation of lifting plans and ensure details are captured in the job pack


  • Providing support for verification and review of contractor estimates as required by the Cost Engineer

Job Packs

  • Conducting field visits to develop package scopes, including photographing individual jobs
  • Developing detailed plans and job packs for all Instrumentation/Electrical work list items including work description, duration per trade, hours, calendars, required tools and material to enable right first time quality field work
  • Development of the detailed work packages for maintenance and project scope, including integration into consolidated job packages and allow scope determination per service contractor
  • Develop workforce requirements as defined by the detailed job
  • Interfacing with other trade Planners to ensure the development of a comprehensive scope for multi-trade packages
  • Provide input for Scheduler via GPET for development of integrated turnaround schedule in GTAS-Primavera
  • Provide schedule and cost estimate for the work
  • Maintain the GPET database, job pack library and job pack tracker


  • Develop and analyse repair options to identify optimum execution plan
  • Identifying specialty equipment, tool requirements
  • Identify and capture efficiency opportunities, use the turnaround efficiency plan as a guidance

Manage Interfaces

  • Identify outside repair shops to be used during the downtime
  • Provide specialty contractors with sufficient data to prepare detailed plans and cost estimates
  • Coordinate with other trade planners to ensure that work packages include Instrumentation/Electrical requirements and shutdown and start-up requirements
  • Identify work list items that require engineering assistance [e.g. MoC] and initiate engineering support
  • Interfacing with turnaround Process Planners to fully understand the process requirements (clearing, turnover, cleaning, etc.) and system turnover requirements to ensure needs are appropriately captured in job packages and detailed mechanical plan
  • Interfacing with appropriate technical support (process & equipment engineering) and design drafting section to ensure timely availability of required engineering data
  • Schedule and coordinate meetings with contractors to review work plans, cost estimates, safety, and quality
  • Support scheduler to determine Instrumentation/Electrical staffing requirements to perform work list items, shutdown support, and start-up support
  • Develop temporary power needs for the plant during the turnaround and the "blackout" periods
  • Review plans with execution SLS/FLS and appropriate maintenance specialists

Manage Procurement Interface

  • Initiate procurement process for material required to execute job pack
  • Initiate procurement process for services, including specialist ones required to execute job pack
  • Assist in identifying long lead delivery items requiring early procurement


  • Providing updates to the detailed planning schedule and job pack progress tracking system to ensure timely completion of activities and milestones
  • Maintaining the turnaround master work list, and communication of the data to the appropriate organizations on regular intervals
