JOB PURPOSE:

Supervise FSO design, procurement, construction and commissioning activities from beginning to end, ensuring that projects are completed with high quality and within project schedule and budgetary constraints.

PRINCIPLE ACCOUNTABILITIES & RESPONSIBILITIES

  • FSO Representative will be responsible for supervision of project execution activities at design offices, fabrication yards and offshore installation and commissioning.
  • Prepare detailed scope of works and technical evaluation for FSO ITB.
  • Review and provide inputs to FSO Contractor's execution plans and ensures contractor's plans meet project requirements.
  • Review and approval of contractor's manpower plan, yard layout plan, yard upgrade works, yard facilities, etc. to make sure contractor's plans are on progress to meet project target.
  • Review and approval of contractor fabrication sequences and methods of statement.
  • Monitor the performance of the contractors and ensure compliance with the contract schedule, quality and safety targets.
  • Coordination with project teams (e.g. engineering, procurement, QA/QC, HSE, T&I, HUC, Project Management) to review and approve FSO Contractor's deliverables as required.
  • Ensure works are performed in accordance with applicable codes & standards, approved procedures and project requirements.
  • Interface coordination with other Project Group personnel, Marine Warranty Surveyor and Certifying Authority Representatives.
  • Establish and maintain a good working relationship with various contractors and their respective personnel.
  • Provide positive input toward recognition of problems in advance, and development of practical solutions, and/or working methods.
  • Provide input to Weekly, Monthly, and other Reports related to FSO engineering, procurement, construction, installation and HUC.

QUALIFICATION AND EXPERIENCE

Education:

  • A degree in an engineering discipline.
  • Good command in English (writing, listening and speaking).
  • Good knowledge of engineering, construction, maintenance and operation of oil and gas process system.

Experience:

  • At least 20 years of experience in oil and gas industry, especially for offshore development projects and at least 10 year experienced project management with specific involvement in FPSO/FSO Projects.
  • Hands-on experience in development of FPSO/FSO Projects.

Specific knowledge:

  • Broad knowledge of engineering in structural, mechanical, process, piping.
  • Good knowledge and understanding of electrical, instrumentation and control.
  • Computer skill: Office software, planning and project schedule software,

Business understanding:

  • Good understanding of the FSO activities within the project groups.
  • Good knowledge and understanding of other groups' activities within company.
  • Understanding of contractor, supplier's functions and their capacity of supply
