Job description

Basic Functions:
Provide air permitting services and support to LBUs and BUs. Responsibility to provide services and support LBUs and project teams by identifying and assessing regulatory requirements, emerging issues, and risks, develop and implement action plans, serving as regulatory contact with regulatory agencies and active representation on industry and trade groups that affect RPA sites and business. Functions include coordination of regulatory and technical support, performance reporting, oversight of environmental programs/management systems and environmental auditing.

Responsibilities:
* Primary responsibility is to provide air permitting services and support to LBUs and managing process for environmental regulatory and Company/Branch emerging issues supporting the LBUs and BUs
* Support provided to eight manufacturing plants, one refinery and two research centers for developing and implementing cost effective programs to reduce operational risk and maintain compliance with regulatory requirements.
* Responsible for departmental operating budget impacted by assigned work and supporting cost savings and simplification measures in support of BU and LBU HSE operating budgets and processes.
* Coordinate and support environmental response and communications with regulatory agencies, NGOs, and other outside entities working with RPA sites, Communications and Legal.
* Provide services and coordinate support to operating sites as subject matter expert for air permitting and manage consultants performing air permitting for RPA and TCV sites.
* Manage and coordinate the process for environmental regulatory and Company/Branch emerging issues supporting LBUs and BUs to ensure compliance.
* Coordinate support for capital projects for air permitting and oversee air permitting consultants.
* Provide technical assistance to operating locations in support of efforts to reduce emissions/releases and reduce/minimize waste generation.
* Supports and executes audits and executes risks assessments. Lead internal work groups in efforts to improve environmental performance and institute best management practices.
* Represent the company on environmental issues with trade associations, regulatory agencies, and other external organizations.
* Provide support to the Crisis Management Team as requested.
* Responsible for providing support to RPA and Cray Valley operating sites and the corporate office in the development and implementation of the regulatory strategy
* This position requires interface with Company and Branch HSE staff, LBU staff, Legal and Public and Government Affairs
* This position interfaces with all levels of operational and business management and must often work to achieve consensus among many parties.
* Responsibilities requires frequent interface with industry groups, regulatory agencies, elected officials and NGO's.
* This position requires travel (up to 30%) to work with LBU personnel.

Qualifications:
* BS in engineering, environmental science, or related technical discipline.
* Minimum 5+ years of experience in environmental and air permitting in the petrochemical or refining industry, site experience is desirable.
* Broad knowledge of environmental regulations (Federal & State) and HSSE management concepts is essential.
* Strong knowledge of air regulations is required.
* Strong communication and interpersonal skills as well as the ability to work effectively in a team environment are required
* Excellent written and verbal communication skills are required
