A leading energy project in the Basra region of Iraq is seeking an experienced TAS Decentralized Contract Engineer to support its Gas Midstream Project (GMP) from its UAE-based office. This role supports project HR and contracting activities, focusing on managing third-party contract services, primarily for technical assistance staff (TAS).
Key Responsibilities:
  • Launch and manage the full contract lifecycle for TAS services: from pre-launch and RFP issuance to contract award and close-out.
  • Evaluate technical and commercial proposals, ensuring compliance with project procurement procedures.
  • Maintain detailed documentation, dashboards, and KPI reports to support HR and management oversight.
  • Liaise with the HR Lead and Procurement to support manpower mobilization in line with the project’s manpower plan.
  • Ensure proper contract administration, due diligence, and archiving for all TAS contracts.
  • Assist with contract extensions, clarifications, early terminations, and correspondence with contractors.
  • Interface with the wider project HR and contracts teams to ensure best practices and timely support.
Qualifications & Experience:
  • Degree in Business, Contract Management, or equivalent.
  • Minimum 5 years’ experience in a similar role, ideally within the oil and gas sector.
  • Strong understanding of HR-related contract management and project services.
  • Fluent in English; French and/or Arabic is a plus.
  • Proficient in managing multi-vendor contracts and working with cross-functional project teams.
This is a resident role in the UAE, supporting a high-impact gas processing infrastructure project. Candidates must demonstrate excellent organizational skills, stakeholder communication, and a proactive mindset.
