This position collaborates with the Supply Chain Business Teams to execute requests for services in a timely manner to meet business requirements.

Specific Accountabilities

  • Ensure service requisitions are accurate and complete with proper chart of accounting descriptions and appropriate approvals based upon delegation of authority requirements.
  • Acknowledge when data is missing relative to material specifications and/or descriptions and ensure business partners makes the appropriate corrections/additions prior to execution; to support the specifications and/or desired requirements.
  • Form, negotiate and manage the required service contracts to support the business requirements.
  • Lead the sourcing development, bid or proposal solicitation (RFx) and evaluation process.
  • Perform quality assessment review of service contracts for negotiated terms and conditions, risk mitigation plan and appropriate pricing mechanisms.
  • Conduct in-depth risk mitigation analysis and counsel stakeholders relative to supplier financial viability.
  • Identify efficiencies, cost reduction, cost avoidance and continuous improvement opportunities within the sourcing process .
  • Review billings and issued service contracts work with Supply Chain Specialists to identify non-compliance to contracts, investigate root cause, and resolve issues as required and according to the contract.
  • Enable Supply Chain strategic objectives by periodically reviewing and recommending adjustments to processes, systems, and tools.
  • Review custom/complex service contracts, identify costs associated with risks, and develop mitigation plans.
  • If applicable, coordinate with Logistics/Expediting staff to align delivery schedules, shipping addresses and related data from field operations, construction and procurement departments.
  • Provide service contract supplier related reports and solutions for operational issues/projects
  • Educate the business on company Supply Chain policies and procedures.
  • Regular interactions with Suppliers, Supply Chain Specialists, , Project Managers, Project Engineers, Contractors/Consultants or other department personnel regarding requisition requirements, procurement procedures, approvals, order status and follow-up.
  • Maintain records in accordance with established policies and procedures and audit guidelines/SOX requirements.
  • Validate and execute approved change orders related to service contracts.
  • Provide training and guidance to junior team members relating to SCM processes and protocol as required.
  • Support continuous improvement of the enterprise's Supply Chain Management processes.

Knowledge, Skills & Abilities

Required:

  • Bachelor's degree (Purchasing / Supply Chain Management, Finance, Bus. Admin or other related areas) with approx. 7 years of experience within Supply Chain; equivalent combinations of education and experience may be considered (includes RFx facilitation).
  • Ability to effectively communicate within a team environment.
  • Skill in establishing and maintaining effective working relationships.
  • Proven application of relevant knowledge of Supply Chain systems (SAP/Oracle) in normal business situations without use of reference guides/assistance.
  • Ability to effectively coordinate requirements with various groups including procurement, design, projects, and construction functions and identify solutions to issues.
  • Fundamental acumen in basic procurement activities, knowledge and skills to make effective business decisions
  • Knowledge of MS Office, MS Excel, MS Power Point and SharePoint.

Preferred:

  • Supply Chain Management Professional (SCMP)/ Certified Professional in Supply Management (CPSM) program enrollment beneficial.
  • Ability to influence stakeholders/customers without authority. Solid understanding of leading supply chain techniques (including but not limited to total cost ownership principles, category management and strategic sourcing models, supplier qualification methodology)
  • Superior negotiation and communication skills
  • Strong analytical skill and cost modelling experience
  • Excellent facilitation and project management skills
  • Proficient software and computer skills, Ariba or equivalent experience an asset, SharePoint experience an asset.
  • Knowledge of Procurement processes/policies such as SOX policies.
  • Knowledge of purchasing practices and procedures and industry trends.
  • Strong analytical skills.
