The service holder, within the Absheron project control team, shall provide assistance to the Joint Operator Company (JOCAP) to develop, clarify, negotiate, and administrate the work orders between JOCAP, Tepa Absheron BV and SOCAR, for the development of Absheron EPS project.
The service holder reports to both the Absheron Project Manager and to JOCAP representative, highlighting concerns encountered during the performance of his duties.
The service holder is also accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements and for implementing HSSE rules within his area of responsibility.

The service holder is responsible for the following activities :
- All processes associated to preparation of JV Work Orders (documents preparation, clarification, negotiation…),
- Timely preparation of contractual documentation
- Assistance to JOCAP representative for Administration of the work order
In addition, the Service Holder shall also Provide support to Absheron project Management team if required for Contract preparation and/or administration related to URF and SPS packages, including: URF main Contracts, Long lead Items, SPS Contract, ICSS, Engineering Service Order's, Marine Warranty Surveyors

The Service Holder shall:
1. Undertake the necessary steps for developing the Work Orders to be implemented between stakeholders of Absheron EPS development: Joint Operating Company (JOCAP), Partner (SOCAR) and TEP Absheron BV: Documentation preparation, clarification, Contract committee preparation…
2. Attend the meetings with Partner (SOCAR) and Affiliate (TEP Absheron BV) to clarify and negotiate the technical and contractual conditions of Work Order's execution
3. Administrate the Work order(s) to ensure contractor compliance, providing proactive Contractual/commercial support to JOCAP during the Contract execution phase, including attendance at meetings (Weekly, monthly CO meetings).
4. Co-ordinate and review all correspondence issued to, and received from Project Manager, and provide draft responses for JOCAP representative consideration.
5. Co-ordinate and manage all Management of Change processes including MOC log management, performing contract and commercial reviews and, proposing responses for Project Manager and JOCAP representative consideration. Liaise with Project Control Manager
6. Administrate Package control and co-ordinate/follow up all cost control, planning and document control activities to support Package Manager and SPS team and provide reporting to Project Control Manager.
7. Coordinate and lead all matters concerning insurance related topics for the Project including Receiving Platform package.
8. Participate in the negotiation with Partner (SOCAR) together with legal, insurance and finance specialists when requested.
9. Propose improvement of CA referential, participate to its evolution.
10. Provide support to Absheron project Management team when required for Contract preparation and/or administration related to URF and SPS packages, including: URF main Contracts, Long lead Items, SPS Contract, ICSS, Engineering Service Order's, Marine Warranty Surveyors.

The Absheron field is located offshore Azerbaijan in the Caspian Sea, about 100km south east of Baku, 25km north east of Shah Deniz field and about 30km south of Oil Rocks production and processing facilities.
The Absheron development includes:
* a single well connected to SOCAR operated Oil Rocks facilities.
* a 33-35 km insulated 12" line with both wet insulated section and PIP section
* a dedicated receiving platform where gas and liquids will be separated.
* 35km of production umbilical and one SSIV umbilical

The development well will be spudded in Q3 2017 and the objective is to start production by Q4 2019.
The Absheron EPS Development is splet into 2 Work Orders:

Work Order 3:
The execution of Receiving Platform as well as tie in to the existing complex of Oil Rocks by SOCAR is covered under WO#3. The WO#3 will be split into 2 phases:
1- FEED phase (including early procurement)
2- EPCI Phase
This allowing a quicker implementation of the first phase (FEED), and also consolidate the feed back of the first phase prior the second step (EPCI phase).

Work order 4:
The Umbilical Riser and Flowlines (URF) execution as well as Subsea Production System (SPS) execution scope by TEPAb is covered by WO#4.
As part of the WO 4 TOTAL is also responsible of the management of the project, including Receiving Platform package.

Both work orders wo3 AND wo4 will be developed using a similar structure than a standard EPCI contract, and will contain similar exhibits.

The service holder shall ensure the consistency within each Work Orders between the agreements and the technical exhibits, and also ensure the consistency between Work order 3 and Work order 4.

Localization: Based in Paris with frequent missions to Baku. Candidates MUST speak fluent English and Russian. A working knowledge of French is also appreciated. Engineering or QS degree.
Experience of contract (number of years) : 15 years mainly in Contract/Project Controls Management.
