Our client are currently looking for a Contract Specialist to join their projects team based in Ho Chi Minh City, Vietnam;

* Support the Project Team and Procurement & Contracts group in the placement and management of contracts for the project.
* Support the commercial evaluation of EPCI bids for CPP Facilities, WHP & Pipelines and FSO Charter as well as the supply of specialist service contracts.
* Provide advice in respect to International law requirements for various contract exhibits.
* Act as the Project focal point during execution and provide ongoing management of contracts post award, including change and claim.

* The Contract Specialist reports directly to the Project Control Manager within the Development team. However there will be a close working relationship with the Procurement & Contracts group.

Roles and Responsibilities:
 Collaborate with internal customers and stakeholders to finalize appropriate detailed strategies and plans in line with the Approved Contract Strategy and Procurement procedures to maximize the commercial benefits to the Project in line with current market conditions.
 Assist with obtaining both partner and internal approvals (local and corporate).
 Review of any proposed subcontracts to ensure that the Terms and Conditions meet the legal requirements as detailed in main contracts.
 Act as initial focal point for the commercial/legal reviews of any reimbursable procurement items based upon corporate policies and approved Vendor Lists using technical and commercial prequalification criteria and subsequent qualification if required.
 Provide Project input into Bid preparation and Bid Evaluation criteria.
 Assist in the Final Evaluation including the process of selecting, negotiating terms, delivery & price. Getting both partner and internal approvals Contract Drafting / Contract Execution.
 Provide specialist support for any Amendments / Reviews / Renewals of Contracts, including Legal, Insurance & Tax, and coordinate with internal stakeholders.
 Attend Contractor / Supplier kick off meetings and provide ongoing proactive management of the Contract including development and implementation of Contract. Management Plans and KPI's.
 Direct liaison with management to ensure appropriate supplier engagement.
 Work closely with technical contract users to ensure appropriate technical performance.
 Assist in the handling of any claims.
 Participate in Contractor and Supplier Performance assessments at completion of work.

 Educated to degree level in a relevant discipline from a recognized University.
 Any additional qualification relating to Commercial Law, especially International, would be advantageous.
 Membership of a recognized professional engineering association/institution.

 Experience in Contracts and Procurement environment in Oil & Gas major projects with an Oil & Gas company or Consultant/Contractor..
 Experience in a supervisory role.

Specific knowledge:
 Extensive skills in management, effective communication, conflict resolution and presentation ability. Strong level of interpersonal, oral and written communication skills with the ability to interface, interact and work with internal; and external parties as required.
 Detailed understanding of Contractor commercial drivers in the various Engineering, Procurement, Fabrication, Installation and Hook-Up and Commissioning. Specific skill in assessment of risk assessment.
 Experienced with establishment of various contract compensation methods and ensuring their most appropriate application and that they are fully and clearly defined within the agreement and scope.
 Has undertaken evaluation of claims and able to critically analyze them, including prolongation.
 Completed preparation of Insurance claims for Construction All Risk and able to establish and communicate with Assessors.
 Experienced in establishing potential counter claims against Contractors in accordance with contract terms.
 Understanding & knowledge of procurement tools, techniques, commercial frameworks and relevant regulatory / legislative requirements & ability to ensure compliance.
 Knowledge of International law and Arbitration.
 Able to work collaboratively with Contractors and Vendor(s) whilst ensuring that the Client's best interests are protected.
 Ability to effectively apply analytical tools, concepts and methods.
 Track record in delivering results and flexibility in prioritizing and handling tight deadlines and constantly changing priorities whilst managing highest standards..
 Awareness of relevant technical issues.
